I'd check out - https://www.malwarebytes.com/fileassassin/ - File Assassin by Malwarebytes, and see if you can kill these files/folders with this app.

It's not a virus I've already got MBAM.

The issue is that I have a missing file with the extension .CFG on my memory stick and I am unable to remove the folder or the file.

I totally get it's not a virus, this is not just MBAM, it's File Assassin, which is used to kill off files that are locked, have issues, etc. I didn't know if it would work for this particular file. You said it's missing... is it there or not?

Is there any chance you could send a screenshot to me?

Press the Windows Key + PrntSc and a photo will save within a screenshot folder in your Pictures folder.

Well, the question is...what is the file for? How did you get it? What program did it come WITH and why was it originally needed?

You could try booting in Safe Mode then try deleting it from there.

Press Windows key + R
Type: msconfig
Hit Enter

Click the Boot tab
Check Safe Mode

Click Apply then OK

Restart when prompted

Sign in then try deleting the file again.

It was a config file for an emulator on my PSP console. The file is on my memory stick Pro Duo.

Ok! Sorry, I was misunderstanding. It's a Config file that is stuck in memory (not on a memory device like I thought) - so it's just in limbo there... When did this start happening, or when did you notice it?

Around 20-30 minutes ago when I deleted the whole folder to make way for a newer version of the emulator.
